Aloha and welcome to the Covenants Corner page for the Waikele Association. This page will be used to address any covenants concerns or announcements in the community, and will be updated on a routine basis.
"Violation Letters" - Better Known as Friendly Reminder Letters
Aloha homeowners! Please don’t be alarmed by the term “violation letter.” Although my job is to enforce the Waikele CC&Rs, these letters are really more like friendly reminders from your neighbors here at the association. Think of them as courtesy letters – a kind way of letting you know that something on your property might need a little attention to keep our beautiful community looking its best.
The content of these letters clearly expresses our shared commitment to maintaining the aesthetics and guidelines that make Waikele such a special place to call home. These letters open up proper communication between the association and homeowners, giving you the opportunity to contact us and clear up any questions or misunderstandings about your property. Our association has helped many homeowners resolve compliance issues, complaints, or simply clarify any confusion – we’re here to help, not to hassle!
Understanding Waikele’s CC&Rs can feel overwhelming since the documents are full of legal terms and conditions that aren’t familiar to most folks. Here in our office, we have the resources and training to assist residents with their questions and concerns. We’re more than happy to be of assistance in any way! Summer Celebrations and Gatherings
During the summer, many residents host small gatherings to celebrate Fourth of July weekend or recent graduation accomplishments. Please keep in mind the following community guidelines:
Party Tents:
“Party tents, tarps and temporary structures such as lean-tos, luau enclosures, etc., may be erected without Modifications Committee approval, provided that the owner shall not continue to use the structure beyond the special event for which it is planned and shall expeditiously remove the tent or temporary structure after its use. Placement of any such structure on any Lot for any purpose longer than four (4) days requires application and approval. No application/review fee will be charged for such requests.” (Waikele’s Rules & Guidelines, Section IX: Rules & Guidelines, Item 30: Party Tents and Temporary Structures)
Quiet Enjoyment:
“No noxious, offensive, or immoral activity shall be carried on upon any Lot, nor shall anything be done or placed thereon which may be or become a nuisance, or cause unreasonable embarrassment, disturbance, or annoyance to other Owners.” (CC&R Article IX: Land Classification and Restrictive Covenants; Section 9.03 (R) Quiet Enjoyment)

Air Conditioning Units
During these warm summer months, you might be thinking about installing an air conditioning unit – and we totally understand! As a friendly reminder, if you’re planning to install an A/C unit, please be sure to get permit approval first. All exterior modifications need to have a permit before work begins.
Air conditioners that are visible from the street or adjacent properties need to be screened from view. For split system units, using potted plants or landscaping is an acceptable solution, as long as the landscaping is kept in good condition and completely screens the unit. For a low-maintenance option, consider using silk plants that will always look fresh! Window or wall units will require a more permanent screening solution.
For the convenience of our homeowners, the association has a Pre-Approved Louvered Design that’s available to homeowners and contractors. It’s the uniform design that’s been used throughout Waikele for the past 15 years and looks great! For referral information, please contact our office.
Landscaping Concerns
As a friendly reminder, I’d like to encourage all homeowners to continue maintaining their yards on a regular basis. Especially during these warm summer months, extra watering may be needed to keep your yards green and healthy. Regular yard maintenance is always appreciated by your neighbors and helps keep our community looking beautiful!
As stated in our community Rules and Guidelines:
“All landscaped areas will be maintained in a neat, attractive, green and healthy condition.Â
What constitutes ‘completed landscaping’ shall be determined by the Covenant Enforcement Committee, but as a minimum, grading, weeding (removal of all noxious weeds and vegetation), soil preparation, finished seeding or planting of a suitable ground cover, and the planting or emplacement of plant and non-plant landscaping materials to a sufficient degree that the majority of the committee members agree that the area or Lot in question is a ‘completed landscape’ rather than primarily ‘red dirt and weeds’ will determine whether the landscaping requirements of these rules and guidelines have been met.”Â

Renting Your Home
If you’re renting out your home, it’s your responsibility as the homeowner to make sure that all tenants, guests, or renters are familiar with Waikele’s Rules and Guidelines. In the past, our office has had to respond to noise disturbances and other issues from rental properties. Sometimes we’ve needed to send Community Safety Team officers to respond to neighbor complaints and document ongoing problems.
Please take the time to educate your tenants or property manager about our community rules by visiting our website at www.waikelecommunityassociation.org for a copy of the latest Rules and Guidelines. Remember, all citations and fines are issued to the homeowner, so it’s in everyone’s best interest to make sure renters understand our community standards.
We also recommend that homeowners contact the WCA office at (808) 676-1991 before renting out their home, so we can have all necessary information on file, such as contact phone numbers and mailing addresses.
