What is a CST Officer?

A lot of residents have been asking questions about who are those guys riding around in the community in uniforms on E-bikes. So, we put together this FAQ (Frequently Asked Questions) article to put your minds to rest.

  • What is the CST Bike Patrol?  – The Bike Patrol started in January of 2022 and is part of the Community Safety Team (CST) program. Today the team consists of Safety Director Duane Samson and General Manager Malcolm Ching. During the bike patrols, we can address safety and covenant enforcement issues, graffiti cleanup, identify water leaks, meet with homeowners to hear their concerns and answer a wide range of questions.
  • Do they have Police Powers to arrest? The answer is NO. CST Bike Officers are part of the Waikele Community Association staff. However, if they do observe a safety concern that requires HPD service, CST officers have a very close working relationship with the HPD Officers of District 3 and will call the police if necessary.
  • Why do they ride on E- Bikes? The WCA purchased two Ariel Rider X-class E-bikes for the Community Safety Team. The bikes are able to access areas not easily accessible by cars.  Officers can spot covenant violations much easier on a E-bike and they are much more approachable to residents.
  • How far can the E-bikes travel? The Ebikes can travel about 50 miles on a full battery charge. 

Waikele Community Association is the first master-planned community to create a E-bike Patrol.  The Bike Patrol Officers love to stop and talk with residents, answer questions, and address any concerns.
